From the article: "About 140 million people, mainly in developing countries, are being poisoned by arsenic in their drinking water, researchers believe." The arsenic not only creeps into drinking water from the wells, but also to the crops that are watered from the wells. Rice especially has a very high arsenic-absorption capability. The poisoning is thus not locally restricted.
