Proposal presented by Deshabandu, Deshakeerthi, Professor K.A.S. Sharma Swaamy jp. To develop Uva Province
(Next five years development plane)

Introduction
Uva Province shows the highest value of poverty among the provinces of Sri Lanka. Also, Uva Province has ancient validity which represents the proud of Sri Lanka. But Uva Province has a lower development ratio when compared to other provinces. Although governmental and non governmental organizations are attempting to develop the Uva province, it can be identified that the people in the Uva Province are still in a poor situation.

In Sri Lanka which has an agricultural economical system, more than half of the gross national income is given by the agricultural productions, meanwhile people in the Uva Province give a huge support for this. Specially, the support given to the development of the country from the people in the estates by joining to the tea industry is grate. The estate plantation has completely grown by the effort taken from that area. Moreover, this opportunity of employment has avoided the chance for the migration to the outside from the village or the chance for a positive social movement in anyway. According to the reports of the international tea committee, Sri Lanka has the highest place among the countries that produce tea. But, any should give a kind support by identify the vibration of the lives of people in Uva who help to represent in front of the world which such as a respect.

Objectives
There are amount 525 numbers of difficult villages and about 325 numbers of tea estates in Uva province which contain difficult and more difficult villages. The chairman of the Shambavi Sahana Organization, Professor, Deshabandu, Deshakeerthi, and K.A.S. Sharma Swamii likes to start a five year long term project to develop these difficult villages and to help to the people in the Uva Province.

Since, a clear understanding has taken about the problems that the people in estates are facing through a study which was done related to the Kanawarella estae in Uva Province, Namunukula area in 2008, the aim of this is to create a brief description about those entire problems. If needed, it has supposed to prepare and present detailed reports about that. The main target of this is, changing their actual sad living situation by identifying their major problems and developing the Uva province as a new province.

The Problems of Difficult and More Difficult Villages in Uva Province.

1. Health Problems
There is a right for each human being to spend a physically and mentally healthy life. But, according to the study which was done related to the people in the estates it was obviously identified that; there physical and mental health is very poor.

Foods:
Having a low salary/ Income
Taking only one meal per day
Having no even a single nutrient meal
most of the people suffering from malnutrition
Water:
Having no required water facilities
Inability to use current water resources

Toilets:
Having no toilets
Inability to use current toilets
Arising health problems due to the usage of channels as toilets
Overflow of toilets and dirty channels in rainy periods.

Houses:
Being in a danger situation since they have not repaired.
Leakage of water in rainy period.
Arising heath problem due to the connecting of dirty channels to the houses.
Living higher number of family members or number of families in small place.

Medical:
Insufficiency of current hospitals.
Insufficiency of doctors
Attending doctors only one day per week.
Lack of medicines
Lake of employees
Road difficulties to reaching the hospitals.
Having no vehicle facilities to carry emergency patients.

Mental Health:
Having no sufficient salary.
Suffering from economical difficulties.
Thinking as neglected people from the society.
Always suffering from unavoidable problems.
Staying at a mentally poor situation due to the breaking down of future wishes.

2. Education
Inability to find money required for education due to economical difficulties.
Using of children who are in the ages of education, for parents and other works.
Knowing no about the requirement of education
Giving no value to the education in the current social system
Difficulties which has arise due to the weather and climate
Road difficulties

3. Unemployment
Inability to join for a higher job due to the incompleteness of educational qualifications
Giving less regard to people in the estates.
Limiting to the employments related to the traditionally heredity tea industry or to the “chena cultivation”.

4. Disease of AIDS
Suffering from AIDS due to the improper sexual connections
Spreading of AIDS because of the lack of knowledge
Doing sexual activities for taking money or other economically valuable goods or due to an impressing
Orienting to these kind of activities due to the missing of parents responsibility on the broken family background
Mental pressure due to the inability to marry
Doing these things contentiously since no proper resurrection or knowledge
Always impressing as depending employees

5. Women
Having a problems about the effort because of doing all the works related to the house and children and supporting to strengthen the economy
Tempting by powered people
Having no education or limiting only to the primary education
Always making the women poor
Having no protection to her in the place of employment or outside
Mostly using for sexual abuses due to her beauty
Having huge amount of responsibilities of higher number of children because of the lake of knowledge about family planning techniques
Facing to the malnutrition
Having no salary sufficient for the effort
Pressuring by husband (drinking alcohol, economical problems, educational problems, sexual problems).

6. War
Breaking down of “chena cultivation” and animal husbandry which are the traditional occupations in more difficult villages due to the war.
Facing to economical difficulties
Increasing of the mental stress
Always living with fear

7. Conflicts with animals
Loosing of human lives due to the attacks by elephants
Damaging to hoses and harvest
Facing to decline of the economy
Inability to grow plants since the activities of animals such as wild pigs, rats, hedgehogs.
Having no equipments and knowledge to protect the chena cultivation from animals

8. Transport difficulties
Having no road facilities up to the villages
No vehicle facilities
Not reconstructing broken roads
Inability to use foot paths due to the flowing of water over those foot paths in rainy periods
Missing the chance to go to school for children
Road damages due to natural factors

Other than above information, they have number of major problem relate to the having no electricity and the higher cost of living.

For relesing the people in the Uva province who are suffering from above problems,

 Making Structural Changes can be Done
If the financial support is given for this, then our aim is to develop the Uva Province and to make a better future for those people.

The following measures are recommended to improve the living condition of tea estate workers and to further enhance the productivity, women empowerment, sustainability, child motivation towards the education and to create novel pleasure world to non owners but real proprietor of world famous “CEYLON TEA”.

Improve living condition
Implement new projects to provide basic requirements such as cement blocks, tin sheets, cement and other necessary materials to complete their houses and kitchens as well as to construct toilets which there unable to invest giant amount of money in there lifespan.

Formed shelf-help group
To assist the work during the project implementation period shelf-help group should be formed.

Facilitate funds/ aids
Facilitate funds or aids in terms of seeds (potatoes, carrot, leeks, reddish etc), fertilizer, livestock (Dairy, goat, chicken, rabbit etc.) to improve there low income. As well as funds should be provided them to start small businesses such as boutique and home gardening. At least there is no one shop to buy one “Penadol” in the Kanawarella estate at this moment. Therefore workers have to come to the Ballaketuwa or Passara town to buy there are requirements spending their time as well as money.

Community based groups for sustainable development
Formed community based groups and societies to enhance actively participation of all the tea workers in common works. Examples are road development, cleaning the drainage system, funeral societies, sport societies etc. Select leader among the estate workers for monitoring and evaluation.

Self- sustaining savings and sustainable micro finance programs
Establish community based banks to minimize transaction cost, and force them to save little bit from there low wage. Finally they have opportunity of getting loans at low interest rate.

Child education developmental program
Underage recruitment in tea sector should prevent mainly introducing the income generation activities to the family. Then effective attitudes and skill development programs need to initiate to enhance motivation towards the education. Introduce practical programs such as drama competitions, essay competition and debating, which help to come out from the tea gardens and to interact with other regions children.

Technical training centers for women empowerment
Technical training centers needed to introduce specially for girls on health, home garden management, garment making and knitting and vegetable cultivation.
