The Tata Institute of Social Sciences announces a 5-day training programme in Mumbai onRegeneration and Enhancement of Livelihoods in Post-disaster Situations5th to 9th October 2009Disasters have an enormous impact on people’s livelihoods and their livelihoods also often determine their abilities to cope with disasters. In a country like India, focusing on issues of equity and social justice enhancing livelihood options is essential to reduce risks and to ensure human dignity and security. In post disaster situations facilitating a rapid and efficient transition from recovery to reconstruction is one of the main objectives and the restoration of livelihoods often remains a fundamental challenge. It is critical to make interventions that rebuild better and prepare for future disasters while promoting sustainable development. Therefore, it is not only essential to mitigate disasters, but to also find lasting ways of coping with them.In both man made and natural disaster situations the impacts can be mitigated to a large extent by appropriate planning and adequate preparedness. This requires a coherent and strategic response informed by a longer-term, disaster risk reduction and appropriate planning and management approach. Such an approach would address needs of specific economic and social categories such as women, the poor and other vulnerable groups.A critical objective in the post-disaster transition phase is to restore livelihoods in a way that reduces vulnerability and makes communities more resilient when faced with possible new disasters. When properly planned and implemented, the recovery and reconstruction process should also empower the local population to enhance employment creation and income generation. Post disaster situations often bring enormous volume of resources which offers the potential to transform a society in fundamental ways.Formal approaches of the governments often focus on the “replacement of asset loss” policy. However, livelihood recovery cannot be an add-on or an issue that can be looked in isolation. As many communities living in disaster-prone areas already face significant development challenges, strategies for livelihood restoration must be part of a more comprehensive social and economic development approach.This training programme aims at building perspectives and skills around planning restoration of livelihoods in post disaster contexts wherein individuals, groups and organizations involved in disaster management are able to develop a post disaster response strategy to rebuild lives and livelihoods in a manner that paves way for long term sustainable development and empowerment of marginalized towards social transformation. It will bring some of the best practices from the field and practitioners who have a rich experience of organising such interventions.ObjectivesThis training programme aims at building perspectives and skills around planning restoration of livelihoods in post disaster contexts wherein individuals, groups and organizations involved in disaster management are able to develop a post disaster response strategy to rebuild lives and livelihoods in a manner that paves way for long term sustainable development.The expected outcomes of the training are:A comprehensive understanding of livelihood and vulnerability in disaster contexts. Enhanced skills in designing programme strategies to better cope with disasters especially for vulnerable communities.Enhanced skills in developing and/or adapting different livelihood development models in post disaster contexts.Participant profileThe programme targets middle and senior level functionaries of NGOs, CBOs and development professionals/consultants working on livelihoods planning across sectors with the government or other development agencies and working with rural and urban communities.Total number of seatsThe programme will admit only 25 participants.The medium of instruction of the program is EnglishMethodologyThe programme design includes presentations by resource persons followed by and interspersed with spaces for interaction and experience sharing, problem-solving exercises and group work.Resource PersonsLeading experts from the sector with rich and diverse experience of organizing such interventions and capacity building programmes will be invited to facilitate the sessions.DurationThe training programme is residential and will be facilitated over 5 full days.FeesSelected participants will have to pay a fees of Rs.7500 (Rupees seven thousand five hundred only), which will cover costs of food, accommodation and training material.
