US to spend $50 billion worldwide for AIDS
Lawmakers say they have reached agreement with the White House to spend $50 billion over the next five years to fight the AIDs epidemic in Africa and other regions. That's more than triple the current spending level.

The local governments in these areas also need to come out with good policies to make use of the funding. Promoting the use of condoms, handling prostitution, etc. A lot of these problems actually also emerge from stupid cultural practices, especially in India, and the government's attitude towards brushing these problems under the carpet does not help at all.
